Brenda BulkoskiChildren, Youth and Families

Mandeep Gill is the Director of Child Welfare. He is responsible for operating the county’s child welfare system by leading the Office of Children, Youth and Families.

The child welfare system protects children by investigating reports of possible harm, providing support and services that enhance children’s safety and improve conditions for their families, determining if a child needs to temporarily live outside of their home and bringing this recommendation to court, ensuring that children are receiving the medical, educational and other services they need during out-of-home placement, supporting families after they reunify and, when reunification is not possible, arranging forever-homes for children, including through adoption.

Prior to joining Allegheny County, Mr. Gill headed each of the major aspects of child welfare services in London. Most recently he was Head of Service for Family Assessment and Intervention in a London borough that has the largest population of children and youth in the city.

Mr. Gill is a social worker who also earned a Certificate in Law from the University of Birmingham and an Executive MBA from University of Cambridge. He received an IESE Award for Transformation in Health and Social Care and has been recognized for his achievements by the Deputy Children’s Commissioner and Chief Social Worker (London). His volunteer work includes serving as a member of the People, Culture and Inclusion Subcommittee for Amnesty U.K., the Crawley Friends Housing Association, and as a Board member of Sustainable Transport Midlands.
