For four of the last five years, Allegheny County has accumulated a structure deficit, meaning the county spent more than it took in through revenue. For several years, the county had the benefit of COVID relief funds to help offset the growing deficit, which is now projected to be $80 million in 2024. COVID relief funds have expired, and the projected deficit for 2025 is now over $100 million. In order to have a balanced budget, Allegheny County will need to bring in more revenue in 2025 and has requested a property tax increase accordingly.
The property tax rate in Allegheny County has been set at a millage rate of 4.73 since 2011. One mill is equal to $1.00 in property tax levied per $1,000.00 of a property's assessed value. The median assessed value of a home in Allegheny County is $110,400.00, meaning the median home pays approximately $437.00/year or $36.00/month in property taxes. Taxes are levied on assessed value of a home, not sales value.
The proposed 2025 county budget includes a potential increase of the property tax rate to 6.93 mills.
The Homestead Exemption currently allows for homeowners who occupy their property to exempt the first $18,000.00 of the value of their home from property taxes. The proposed 2025 budget also includes increasing the Homestead Exemption to $21,000.00.
The new rate, coupled with a proposal to increase the Homestead Exemption, would increase annual property taxes by roughly $15.00/month on a house assessed at the county’s median value of $110,400.00.
