Director of Legislative Services and Chief Clerk
Jared Barker
Jared Barker is the Chief Clerk and Director of Legislative Services. He has been with Allegheny County since joining the Office of the Public Defender in 2002. He came to the Office of County Council on November 1, 2004 as Senior Legislative Researcher, and was appointed to the position of Director of Legislative Services on September 19, 2005. Jared was sworn in as the council’s second Chief Clerk on October 15, 2012.
As Director of Legislative Services, Jared has primary drafting responsibility for legislation introduced by County Council. He also supervises the duties of the Senior Legislative Researcher, reviews legislation submitted for council's consideration by the County Executive and other entities to ensure compliance with the Home Rule Charter and other applicable local, state and federal law. The Director of Legislative Services also functions as liaison to the Office of the County Manager, County Law Department, and other entities as needed. As the Chief Clerk, Jared is responsible for maintaining all legislative records within the Office of County Council.
Jared is a 1988 graduate of Elizabeth Forward High School. He earned a Bachelor of Arts in Political Science from the University of Pittsburgh in 1992 and a Juris Doctor from George Washington University's National Law Center in 1995. Before joining Allegheny County, he worked at the District of Columbia Public Defenders' Service and the United States Coast Guard Environmental Law Department, and also clerked for the Honorable Glenn McCracken, former President Judge of the Lawrence County Court of Common Pleas.
