These applications are secured and require a user name and password.
How to apply for access (ISAR)
Access to DHS-supported applications is achieved by completing and submitting an Information Systems Access Request (ISAR) form for the required application. These application forms are found below. As part of the ISAR, applicants must read and agree to the
Allegheny County DHS User Account Policy. The policy is attached to each ISAR for your convenience.
CANS (Child and Adolescent Needs and Strengths) assessment
Individuals who require access to CANS to complete their work responsibilites must complete and submit an
ISAR CANS form.
eCAPS (HMIS and others) and/or MPER (Master Provider Enterprise Repository)
Use of eCAPS and MPER is restricted to authorized DHS staff and providers only. Providers that are interested in gaining access to eCAPS and/or MPER must read and sign off on the
Allegheny County DHS User Account Policy and compete and submit the DHS
ISAR eCAPS MPER HMIS form.

Jail Collaborative
Use of the Jail Collaborative application is restricted to authorized DHS staff and providers only. Providers that are interested in gaining access to the application must read and sign off on the
Allegheny County DHS User Account Policy and compete and submit the
DHS ISAR Jail Collaborative form.
KIDS (Key Information and Demographics System)
Individuals who require access to the KIDS to complete their work responsibilities must complete and submit an
ISAR KIDS form.

Use of these applications is restricted to authorized DHS staff only. Staff may request authorization to use these applications by contacting one of the DHSRequest authorized users in their office.
