Act 152 Blight Removal Program

The Act 152 Blight Removal Program provides funding for demolition and blight remediation planning.

This program uses established blight conditions to focus on demolishing hazardous structures, site preparation for development projects, and multiphase planning efforts. Since its inception in 2021, the program has awarded $5.2 million to demolish 181 structures. The program emphasizes lead-safe demolition.

Eligibility

Eligible applicants include municipalities, public authorities, Council of Governments (COGs), land banks, and private developers. While no local match is required for the program, it is encouraged. Individual awards will be capped at $250,000. The program continues to enforce lead-safe demolitions.

Evaluation Criteria

  • Demonstration of a well-defined reuse plan
  • Clustered sites within a maximum of one mile (priority criteria)
  • Demolition of any residential, commercial, institutional, or industrial structures within Allegheny County that meets three of the nine blighted conditions as defined by the Commonwealth of Pennsylvania
  • Multiphase Blight Removal/Demolition feasibility plans within areas of high need
  • Reuse Feasibility Studies on blighted properties that are included on a municipalities’ demolition list where the municipality shows a significant need for demolition or large-scale development
